A plot inside a town plan or settlement boundary comes with clear, published building terms. A rural parcel outside the plan can often be built on too, but under stricter conditions that have tightened in recent years: minimum plot size, frontage on a recognised road, and reduced building coefficients.
That is why our first question about any piece of land is never “how many square metres?” but “what can be built on it?”.
